Liu Tianyong is the founder of Huashui, the Chairman of Beijing Hwuason Law Firm, a seasoned tax lawyer, holding a Doctorate in Law and a Postdoctoral degree in Economics. He is recognized as one of the "First Batch of National Tax Leaders" by the State Administration of Taxation and is part of the first batch of legal experts in the Ministry of Finance’s talent pool. Liu also serves as the Chairman of the Taxation Law Committee of the All-China Lawyers Association, a member of the first batch of third-party supervision and assessment mechanism professionals for corporate compliance in cases involving private enterprises appointed by the All-China Federation of Industry and Commerce, a member of the Expert Committee for Civil and Administrative Litigation Supervision Cases of the Supreme People's Procuratorate, a member of the Regulations and Rules Filing Review Expert Committee of the Ministry of Justice, and a part-time professor at prestigious universities such as Peking University and Renmin University of China.

He has been invited by central government agencies, including the Standing Committee of the National People's Congress, the State Council, the Ministry of Justice, the Ministry of Finance, and the State Administration of Taxation, to participate in legislative and revision discussions for draft laws such as the Tax Collection and Administration Law, the Individual Income Tax Law, the Corporate Income Tax Law, the Value-Added Tax Law, and the Consumption Tax Law. Over the years, he has successfully represented more than 200 high-profile criminal and administrative cases related to taxation.
